GEOPOLÍTICA DE LA INTELIGENCIA ARTIFICIAL Y CRISIS EN LA GLOBALIZACION: SU IMPACTO EN EL DERECHO EUROPEO Y LAS LENGUAS.

Resumen – La inteligencia artificial es una tecnología con múltiples aspectos disruptivos. Su avance y desarrollo coincide en el tiempo con problemas o crisis en la globalización neoliberal dominante y con análisis que, desde el mundo científico, alertan sobre la inexistencia de recursos minerales y energéticos para mantener el ritmo de crecimiento exponencial de la economía también en los aspectos relacionados con las tecnologías digitales y la IA. En este marco general, compiten los diferentes modelos de IA del mundo (China, Estados Unidos, e incipientemente la UE), y todos lo hacen, paradójicamente, sin tener en cuenta el hecho lingüístico, favoreciendo la posición dominante del inglés y marginando a las lenguas no hegemónicas y los derechos lingüísticos de sus hablantes.

Abstract: artificial intelligence is a technology with multiple disruptive aspects. Its advance and development coincide in time with problems or crisis in the dominant neoliberal globalization and with analyzes that, from the scientific world, warn about the lack of mineral and energy resources to maintain the rate of exponential growth of the economy also in aspects related to digital technologies and AI. In this general framework, the different AI models of the world compete (China, the United States, and incipiently the EU), and all do so, paradoxically, without considering the linguistic fact, favoring the dominant position of the English, and marginalizing non-hegemonic languages and the linguistic rights of their speakers.
