Ita.: il contributo analizza il regime di incentivazione previsto dal decreto red II a favore delle cer. considerando anche la necessità dell’adozione dei regolamenti attuativi, l’analisi è condotta da una prospettiva sistemica volta ad individuare il grado di affidabilità, sia sotto il profilo normativo che amministrativo. considerati i limiti del sistema sul piano amministrativo, si sono individuati alcuni correttivi da implementare nei regolamenti attuativi al fine di mitigare i rischi di inaffidabilità.

Eng.: the essay aims at analysing the new regime provided by the decreto red ii to incentive the development of the cer. keeping into consideration that some regulatory acts are to be implemented for the fully effectiveness of the regime, the essay analyse the issue from a general and systematic perspective, with the purpose to ascertain the reliability of the regime from a legislative and administrative side. since the regime seems to be not fully reliable, from the administrative side, some possible mitigation measures are highlighted.
